Call Gov Deal Today to Support HB 456

There is a rumor that Governor Deal is planning on vetoing HB 456, the Georgia Government Accountability Act.
What is HB 456?
"To amend Chapter 4 of Title 50 of the Official Code of Georgia Annotated, relating to the organization of the executive branch generally, so as to establish the "Georgia Government Accountability Act"; to provide for a short title; to provide for legislative intent; to create the Legislative Sunset Advisory Committee; to authorize the committee to review and evaluate state agencies' productivity, efficiency, and responsiveness; to provide for the automatic abolition of certain state agencies contingent upon adoption of a resolution by the General Assembly declaring that the state laws applicable to such agency have been repealed, revised, or reassigned; to provide for related matters; to provide an effective date; to repeal conflicting laws; and for other purposes."
This is legislation designed to allow for the review of state government agencies and see where there are inefficiencies and opportunities for consolidation and or elimination of agencies, thus potentially saving taxpayer dollars in the multi-millions, just like Texas experienced after they implemented this Act in 1978.
The specific wording of the bill states that this "review" would be conducted by a "Legislative Sunset Advisory Committee." Who sits on this Committee? It is specified right in the bill as:
"50-4-21(a) There is created as a joint committee of the General Assembly the Legislative Sunset Advisory Committee to be composed of seven members of the House of Representatives appointed by the Speaker of the House and seven members of the Senate appointed by the President of the Senate."
The bill passed the 2012 State Senate by a vote of 38 Yeas to 6 Nays in the State Senate. The bill passed the 2012 State House by a vote of 144 Yeas to 18 Nays.
And, the reason for the anticipated veto, as communicated by the Governor's staff, is that "This will cost $3 million to implement."
According to a Memorandum from the State Senate Research Office ("SRO") that looked at what Florida and Texas implemented with regards to an "Agency Sunset Review" process for their state governments, the Georgia SRO researched the issue and found that:
- For Texas, who implemented their Act in 1977, they have abolished 58 state agencies and consolidated 12 others. Total savings are estimated to be around $783.7 million. For every dollar spent on the process, Texas has received over $27 in ROI.
- Florida passed their Act in 2006, and it was likely implemented in 2007. The Memo does not provide savings experienced yet for Florida, and it could because there is a time-intensive process required to review and analyze agencies and 5 years isn't long enough to determine the savings yet.
However, without the Sunset Act, it will be a futile gesture. Because, Zero-Based budgeting requires the sunset process in place in order to work effectively.
It is time for our Governor to act like the Conservative that is was suppose to be!
Father, Coweta's Robert Stokely Visits Fallen Soldier Son's Footsteps in Iraq

As the U.S. military withdraws its forces from Iraq, the families of more than 4,000 fallen American soldiers cope with another holiday season without their loved ones. Robert Stokely, the father of a fallen soldier, wanted to bring a sense of closure to his loss by visiting the location in Iraq where his son was killed. His son, US Army Sgt. Mike Stokely, was killed by an Improvised Explosive Device (IED) attack on August 16, 2005 while serving in the Georgia National Guard.
Rep. Matt Ramsey Says 'It's Not Fair' - More Liberal Dribble

Representative Matt Ramsey from Peachtree City has a bill before the House of Representatives Ways and Means Committee to raise your taxes. He is asking that Georgia Consumers be charged a sales tax for purchasing items through Amazon.com and similar affiliate programs if that affiliate is located in the state of Georgia. His reasoning for doing this? To offer a tax holiday at the brick and mortar stores in Georgia. He claims it will raise about $18,000,000 in revenue for the state so that a tax holiday can be given to Georgians.
